Rolling stops aren't legal here either, but everybody does them. The reason complete stops are called "student driver stops" is because the only people who do them are student drivers trying to pass their driving test to get their license. I've never seen or heard of anyone being pulled over for making a rolling stop before. Either they're much more strict about such things in Louisiana, or that was one bored cop with nothing better to do at the time.
