A police officer pulled her over, approached her window, and told her what she had done wrong. "I'm sorry, officer! I just made a California stop!" And then, I kid you not, he became almost apologetic and gently informed her that those were not allowed in that state. If he ever found out that such stops are not legal in California, I'm sure he felt stupid.

The reason complete stops are called "student driver stops" is because the only people who do them are student drivers trying to pass their driving test to get their license. I've never seen or heard of anyone being pulled over for making a rolling stop before. Either they're much more strict about such things in Louisiana, or that was one bored cop with nothing better to do at the time.

Oh, people most certainly get pulled over--and ticketed--for rolling stops here. The exact term on the citation reads, "Failure to stop," and results in an unpleasant fine. My careful, cautious mother has only one black mark in her driving history of nearly 30 years, and that was when she was cited for the aforementioned offense. Granted, it WAS a bored cop who ticketed her, but I know plenty of other people who have been cited for the same thing when there were plenty of other crimes being committed in nearby areas.
