There is only one black room that you can access the railway from. You appear to be hitting the SE black room by going southeast from the NW red room (where the stream runs). You do NOT want to do that. Try going to the NE red room and going west from there.

Found the circular plate on the yellow level yet? You have to use that to open the barrier, and then take the cart to the barrier and "persuade" it to open up.
