This fluff gimmick comedy, about a tough female FBI agent who goes undercover at a beauty pageant, would not be anything noteworthy were it not for Sandra Bullock's performance, who comes across as quite genuine and therefore elicits our sympathy. Michael Caine also does a fantastic job, adding some class to the proceedings. The script does the rest, which is funnier than it has any right to be. All in all, Miss Congeniality was quite the pleasant surprise.
