Actually, somebody's already made a TV series about the Federation having trouble with disillusioned citizens.

It's called "Blake's Seven".

Which reminds me: the new Babylon 5 spin-off series is about an Earth starship that's on a five-year mission to seek out previously undiscovered life and civilisations. Pretty original, huh? :o)
