I'd say the difference is that a good director who chooses to direct bad movies takes what is essentially bad material and, while not making it "good," makes it enjoyable to watch. A good director cannot make a bad movie good, but he can make it fun. A bad director, on the other hand, can take even the best of material and make it suck.
