You have to explore all of level 9. Once you've done that, you'll know how to get to level 10.

The answer in MR is always to completely explore the areas you can access.

Remember, things like stairs, treasure and traps are in the same place all the time, and monsters can't go to those places. So if you've seen all you can see in the Leviathan half of level 9, it's time to look elsewhere.
