GOA - Well Trouble

I have:

Diving Mask
Free Trial Sword of Failing
Magic Armor of Magic
Pick
Ticket
Key of Questioning
Life Perserver
Food Rations

I keep trying to cut the rope at the well so that I can reach the top of the cliffs, but the game keeps telling me I shouldn't do that just yet. I've explored the forest, and explored everywhere I can. What am I missing?
