The shack is not useless, it takes some repetitive basement searching. (Use your rope to get out. Take the crate with you if you have it, you'll need it for a few more things in this game.)
As for the picture... wait a sec, how'd you manage to lose the portrait that you had in your inventory before? You kind of need that, and I can't recall you ever getting the option to put it down.
You need to go around and talk to everyone to find out what's up with this town. In fact, once the drawbridge is fixed, it might be worth your while to check out the building south of town thoroughly and then go back and ask someone about its inhabitants. Hey, the tavern owner might be able to explain what the deal is with them...
