STUCK IN THE VERY BEGINNING OF TOA !!!!!! HELP

I am stuck in the beginning of TOA. My car is locked and I have tried countless times to get into various buildings. And I have NOTHING in my Inventory. I know I need Rocks to throw in the Library but I couldn't find any. Help!!
I have checked all places and I can't get ANYTHING so don't tell me to look around and examine the area a little more.
