POA: how do I get into the HEEC??

I know I need to get into the HEEC in the refinery, but I can't figure it out. I've got 4 passcards, and I know there's supposed to be some kind of meeting there, but how do I get permission or a pass or something? Could someone just point me in the right direction? I'm uber stuck.
