Uh, huh?

Well, there are four possible combinations: (north-inner, north-outer, south-inner and south-outer). So, if there is a broken conduit, say, pointing to the north, then you HAVE to point the conduit to the south, leaving only two possibities: South-Inner and South-Outer. So this helps to eliminate posibilities quite well.

As for your north-inner (east meridian) north-outer (west meridian) example, this is how you connect the conduits to form a circuit. This is possible ONLY if none of the conduits named is broken!
