For the mines: pay careful attention to what happens right after you jump from the mine cart past the second barrier (the spot where, if you go west, there's a tube to slide through). You can still hear the mine cart going through the tunnels to your east, for a short time.

For the dynamite: you'll be able to use it now, if you find the location you can use it in.
