Yes, you are. You need to get to the third level of the tower. I don't remember how to do it, but there is a way, and it's quite easy to do, if only I could remember.

Refresh my memory... what's in the second level? I want to say it has something to do with you rope and hook,but I'm nto entirely sure about that...
