> You need to find something that you can give to the man at the store. I can't remember exactly what it is (it's been a while since I played FQ) or where to find it but it exists. Look all over for it. The float ring does exactly what it is named for. Think of a place that you couldn't go before because you died if you tried it. Hope that helps.
