TOA help please

okay, I need the gym shorts. I know I have to
protest to get them but can't get across the
street to the elk to get them. I have tried every
option that I could multiple times and still can't
get them. Am I missing an object that I need?
Here's what I have:

1 rock
backpack
crowbar
map
t-shirt
tennis shoes
