That might be a good plan, except that TERRORISTS DO NOT SOLELY USE THE MEDIUM OF GUNS. What was the WTC attack with? A bomb? A gun? No. A commercial airliner. An American domestic one at that. Stopping the internation sale of weapons will do nothing. And it's not like they can't make guns, either. If you have the right knowledge you can make a gun from common household items.
