Yes, you're right. But on the other hand, doing nothing (which is what a long, slow wait for the justice system to do its thing will look like to the terrorists) will convince people that terrorism is acceptable, and a valid means of attempting to achieve your ends. This will also lead to more terrorism.

Given that neither method is particuarly good at stopping terrorism, it comes down to a descision about which will be the *most* effective.
