I agree with everything you said; however, I feel I should point out the rule concerning issues of national security: if you know it, the government has known it longer and currently knows more. I don't believe we will retaliate before we are positive who did it. But that "we" may be only "the U.S. government" and not necessarily "the U.S. people." When retaliation happens, depending on how it happens, it's entirely possible it will seem to us that it's too soon to know for sure when, in fact, the government has all the facts in. We'll see.
