 I figure the cost of tires on a per-mile basis.  If you pay $50 for a tire and wear it out in 30,000 miles, it costs the same as a $100 tire that goes for 60,000.  The more expensive tire is usually the better deal because it is likely to give less trouble and is probably a safer tire.
