Shockwave animation requires Macromedia Director, which is pretty expensive...last time I checked it was around the $1000 range. Shockwave Flash animations (.swf) are based on vector graphics, so they're not quite as sophisticated as Director-based animations, but you can still do a lot with them. The best program for creating Flash work is Macromedia Flash, which is a little less pricey around $300. I've used it before and it's a lot of fun and very versatile. You can download a free timed-expiration trial at the link below. The last version I used was Flash 3, and I'm sure they've made a lot of improvements since then.

 thanks!  I'm downloading that trial thing now, but with my stupid 56k that downloads at like 2kb a second, i'm guessing it'll take about 3 years to get these 10 MB done.
