Not all of them.
True, there are a large bunch of "stupid person" jokes that work for any stereotype you want, but each stereotype (including blondes) has its own set of jokes that only work for it.

Also, I don't think it's a case of political correctness; it's just that at various times and in various places, different groups become the fashionable target.
