Stuck in Outlaws / feed the goats near Lynnville?

Stuck in Outlaws. I'm 2 dollars short of getting the five gallon canteen for Delhi Shanks. I imagine that it's something to do with the goat pen near Lynnville, I keep feeding cabbages to the goat, but there's still no result. Am I missing something? Am I supposed to take some food from the Boarding House and feed it to the goats?
